Picota City is a newer city made inside of the Terpomo Federation's borders. This means it functions the same as the Terpomo Federation government wise. That would make Picota City an oligarchy. 


Oligarchy Definition: A small group of people have control over the government. (ex. grefl, internetuser10)


Picota City relies solely on Potato Valley for governmental purposes. Possible future mayors do not have more power than the government. Judges in some cases will rule over mayors. 


(NOTE: Not all towns in the Terpomo Federation are controlled by Potato Valley in the same way Picota is controlled!!!)
